Any concerns should be raised in the first instance with the quality reviewer or moderator as appropriate. If agreement cannot be reached, the OCNLR Chief Executive should be consulted, who will investigate whether the matter can be resolved without adopting formal procedures. If the matter cannot be resolved, the following procedure will be adopted.
If a tutor or manager is dissatisfied with the conduct or outcome of quality review or moderation an appeal should be made in writing to the Chair of the Quality Assurance Committee (QAC) or the Chair of the Access Validation Committee (AVC).
The QAC or AVC Chair will request a written response to the appeal from the quality reviewer or moderator.
An Appeals Committee will be convened to consist of:
- a member of the QAC or AVC, who will Chair the Appeals Committee;
- an OCNLR Director;
- one other drawn from: a Tutor Representative, an OCNLR Moderator or an OCNLR Officer.
The Appeals Committee will meet as soon as is practically possible. The appellants and the quality reviewer or moderator and any representatives invited by the Appeals Committee will be invited to present their case and answer questions.
The decisions of the Appeals Committee are final. The Appeals Committee may make recommendations to the QAC or AVC concerning any matter of detail or principle arising from a hearing.
